Home interiors constructed with ICF are structurally stable and quiet. ICF construction costs 5% to 10% more than conventional construction, but there is a payback period for lower utilities (which costs have always increased over the years), plus the advantage of storm protection. It is important to note the difference between an ICF wall and a concrete-filled block wall: In an ICF wall you get both vertical and horizontal steel rebar, which is tied into the footing. The cavity between the inner and outer polystyrene forms is completely filled with 3000 psi concrete, providing a continuous, solid concrete and steel wall. With concrete-filled cinder block, only vertical rebar is installed. When the block cells are filled, past experience has shown that all the cells are not completely filled (especially the ones at the bottom) because of the off-setting structure of the block cells and the addition of the horizontal "block wire" periodically placed in the wall which obstructs the flow of the concrete.
